Bursuc v. Romania (no. 42066/98)

The applicant, Ioan Bursuc, was a Romanian national born in 1949. At the time of his death in 2001 he was living in Piatra-Neamt (Romania). The Court gave his widow permission to continue the proceedings. The applicant asserted that he had been attacked by two police officers on 27 January 1997, while he was in the bar at the local headquarters of the Democratic Party. He had then been taken to the central police station where he had been violently beaten.

The applicant complained of the treatment inflicted on him by the police officers and the lack of an effective inquiry by the authorities. He relied on Article 3 of the Convention (prohibition of torture and inhuman or degrading treatment).
